The pace bowler has secured 309 wickets in 71 Test matches with an average of 22.10.
Australia's selection chief Bailey has declared that skipper Cummins will play a "major part" in the forthcoming historic rivalry.
Speculation had been growing that the veteran bowler might be unavailable due to a persistent back stress problem that had not yet healed.
Initial reports from the Australian camp suggested no official announcement had been made regarding his involvement, with the Test matches kicking off on the 21st of November in Western Australia.
Bailey expressed that his recovery is on track and remained hopeful about his chances of taking part.
"We're aware that the window is narrowing and multiple considerations at play, not only his injury, but other factors as well," the selector added.
"The outlook is good. We firmly believe that he's going to play a significant role. Ideally it's the first Test. Should that not happen, we'll reassess."
Past Concerns
The captain missed Australia's limited-overs series against both Asian and Trans-Tasman rivals recently after medical tests showed a stress reaction in his back.
There is a track record of recurring issues, with recurrences in multiple past seasons forcing him out of three Australian summers in a limited period.
Cummins stated he would be bold in recovery efforts in his rehabilitation process to make the squad for the series.
Bailey noted that there was no confirmation if the captain had resumed bowling as part of his comeback but admitted it was "getting tight" for him to be fit for the opener.
Contingency Plans
Should Cummins not be fit, former captain Steve Smith will assume leadership.
The talented all-rounder was withdrawn recently from the national team for their one-day international series against the subcontinent side as a precautionary measure because of discomfort in his torso.
He labeled it as a "slight concern and confirmed that Green will play in the Sheffield Shield, so will be "ideally positioned to be ready to bowl."
"Considerable effort has gone into creating the schedule for him to be available for the first Test as an dual-role player," Bailey explained.
"He was only going to play the initial matches anyway. The way he swings the willow in shorter formats, if it causes any delay for a short period, the choice was made to take a cautious route."
